I appear to be having some boost problems, when it goes to boost a loud whistling noise begins, and it only boost to approx 7psi on the 1st turbo. When it dips (normally 8psi) it drops to around 5 psi, and then only holds at maybe 6 - 7 psi on the 2nd 1 also... And just does not appear to have the pulling power it should? Other than this it runs ok. Any ideas on were to start.

Start buy checking the vacum circuit. Pull the hose from the storage tank around 1 minute after shutdown. if you dont get the "PSSSS" of rushing air. Its a good bet you have a craked, popped, broken hose somewhere.
Then check the hoses on the wastegate & pre-spool soleniods. (top two near manifold) for the same reasons.
These cars are getting a few years on them now with most 92-models now into their 14th year of extreme heat tolerance.

What happened to cause the boost problems? If they appeared one day out of the blue, then look for boost leaks in the big couplers between the turbos, intercooler, and throttle elbow. The whistling sound is usually a boost leak. So take the couplers and elbows off the car, remove any metal shields, and inspect them very closely for cracks.
If the car had been worked on, then the wastegate and precontrol could be connected incorrectly, or the hoses were switched around.

the problem was there from when i purchased the car. Having knowning nothing about them. However since driving it i discovered the clutch was slipping, and assumed that was the noise, having replaced the clutch yesterday, and that been fixed the noise is still there taking me to the assumption of boost leak (plus that lack of boost)
Its a 94 model, and has 37000 miles on the clock from new. Although ill try and find all the pipes mentioned above and start by checking them over

The pressure storage tank is right on top in front of the UIM. It has two hoses attached to it. The vacuum storage tank is tucked away below the alternator. It has one hose attached to it. The tanks themselves don't usually leak - usually the solenoids or check valve leak.
