Boost problem due to clogged main cat?

Alright everyone.Help me out here.My boost pattern is
7-3-6 and i was wondering why my boost pattern would be like that even if i just got my vaccum lines done.Now lets say that my exhaust manifold isnt cracked or anything, could this be due to a clogged main cat? I was told this by my friends mechanic and i just wanted a few more opinions.And how much of a difference would a clogged main cat make on boost patterns? Oh and all my solenoids are working right, and i have a downpipe with the stock cat and catback.

You say that the vacuum lines were just replaced, Are you sure that the restrictor pills are in the lined going to the wastegate and precontrol actuators? That will keep you at 7psi. Quite often I hear people saying that a clogged cat is the cause of someone's boost problems. Whereas it isn't all that often the actual problem is a clogged cat.
