is there boost pressure source that I can tap that only has pressure when the secondary turbo is on line?

maybe the line feeding the charge relief valve? seems it gets fed vacuum up to the point where the second turbo comes online, then it gets a pressure/ boost signal from the solenoid to shut it (and help keep it shut), forcing all the air into the intake?

Just a thought.
