So, it seems when I hit the gas I am getting about 2 PSI of boost and then when I get to 4500 it really kicks in and I get about 11 PSI of boost? is there a specific solenoid I should llok at, or a gate that isn't openeing for the first turbo to spool?

 

first turbo is the easy one to troubleshoot - or at least it is if you can't get over 7psi.
sounds like a MONDO boost leak... but that secondary coming on so strong wouldn't fit with that.
