My stage 2s work flawlessly in sequential form - KDR was able to pull 370 rwhp at 15 psi and I'm still running a cat and am only using NGK 9s around. Check with Bryan, he has great customer service and will fix something if it's on his part. When I had another set of Stage 2s before running non-seq, I thought they were laggy and Bryan offered to take them back and make them spool faster - make sure it's not venting out somewhere.

it may be possible that your stock blow off valve is leaking...?mine was when i had the stock one on and when i put the HKS on i felt a huge difference but i was seeing more then 7Ibs so it is just an idea...

777 - as others have said - have the shop check the line on the turbo assebly itself that goes from the wastegate actuator to the turbo housing. On the stock turbo this line has a "pill" in it, with a small precision hole (oriface). This is an integral part of the stock boost control system. With a non-learning boost control - what you will get with your ECU - and no pill - you will get a nice solid 7 lbs on the second trubos.

If the Precontol actuator line is also missing the pill - you will get a nice solid 7 lbs across the board.

From what you have said - it isn't 100% clear that this is your problem - you could have other control problems, but it is easy to check for.

7 lbs is always suspect - because that is the tension in the wastegate spring. Unless the boost control system is putting in extra pressure through the WG actuator to hold the WG shut.
