Blower Fan Issue?

Blower Fan Issue?
I know someone must have had this issue before.... here is the status of how my blower fan acts...
Fan Speed 1 - no air, A/C light comes on
Fan Speed 2 - no air, A/C light comes on
Fan Speed 3 - no air, A/C light comes on
Fan Speed 4 - air blows out fine; however, A/C light does not come on and air is not cold.
Any thoughts?
