Block off plate help

Ok, So i bought an 93 CYM R1 with a single conversion, But the guy who did the job didn't put the block off plates on. So my current problem is I blocked off the actuator on the lower manifold, the ACV, And the lower air pipe i believe. I put the car back together and now i have a lean problem. Anything after 30% throttle or even 1 in of vac or less it goes way lean and cuts. I also remove the solenoid rack As well as the vac tank the connects to the intake behind the alt. Also was wandering do the oil squirter's get full manifold vac signal all the time. When i say that i mean manifold signal regardless of vac or boost. I'm not quite sure of the construction so... I'm really just looking for help till my Hal-tech gets in so i can give her a new harness. Any help would be greatly appreciated.
