Black Plastic Chamber at TB...?

Just curious regarding the small black plastic chamber that bolts up at bottom of air intake tube to throttle body, what's it's purpose exactly, and should it be full of black carbon "chunks" about the size of cane sugar? It's also very wet (oil), is it common for the triangular seal at TB to leak or is there another nasty little spot near there that doesn't like letting the oil stay in?....
