best way to go about.......

whats the best way to go about getting all the little pealing plastics **** on the dashboards. I want to paint them but right now getting all that little black coating off is a PITA(im doing it by hand). Is there any easier products to spray on that will dissolve it off ect. I heard to use and not to use sandpaper, this and that, yada yada.........

I use very fine steel wool. is worked great with some thinner.
