what exactly is the problem? is it loose and working itself off, is it tensioned too tightly and breaking?

i am not sure if it is to tight or to slack. i have recently changed the water pump and have only had trouble since.

Check the FSM. If I remember correctly, you should tighten the tensioner just enough so that you can push the belt down about a quarter inch.

that sounds about right. you basically don't want to tighten it so tight that there is absolutely no slack in the belt. there should be just a slight amount of slack, only noticeable when you push on a length of it.

My guess is that you can figure it out in the drive way with the hood open where you can actually see what's going on. You should be able to tell if the belts tracking properly without having to road test it.
