I advise taking your car to a good shop that can diagnose electronical problems. If your relays ahve shorted, its possible some of your wires or fuses are gone as well. A shop should be able to diagnose this. Right now you're blindly guessing at what the problem could be. I'm betting some of the wires leading towards the ecu are shorted.

 

I tested the relays last night and they came out correct. I'll take a look at the wiring diagram after work today and see if I can figure out which relay is which. Thanks for the help.
