Bad charge control actuator?

ok so quick run down, i have good primary boost around transition point if taking it easy on throttle it will transition fairly smooth & build boost, if i pull wot in lower gears & shift fast then no secondary boost until let off throttle, then ''unspooling'' noise, step on throttle & it boosts, if i do a 3rd gear pull easy into higher rpm range i see a boost pattern of 12 8 10 then choppy boost at higher rpm, almost like boost cutting in & out, i know it's not a vaccum hose, plug wires, plugs, fuel filter, restrictors still there, not a plugged exhaust, all have been replaced & problem still there. slowly plugging away at testing things, tested charge control actuator, chamber A starts to open @3in vac, fully open @6 & holds vac, chamber B starts to open 1psi, fully open @3psi, apply 7-10 psi it will slowly bleed down to 0-1 psi in aprox 15seconds, does this sound like at least 1 of my problems? so far i have varified no leaks on ic pipes, all vav lines silicone & hooked up, no leaks in vac chambers. have also tested crv, so far ok.thanks

come on guru's somebody must know about this, basically i'm not sure if i'm testing the actuator properly?

With out checking ,I do not think it should leak down but it should hold the signal and hold the rod in position .I have one or two if you need one .

sure have used the guide, forwards, backwards several times, but still unsure about the slow leak down, i know it shouldn,t probably leak down, just curious if anybody else has tested & seen this.
