boost creep is when boost increases past where you have it set because the wastegate is too small (it cant bypass enough exhaust gas past the turbo) this is solved/helped by porting the wastegate.
Stock boost is 10psi, lets say you were getting on it and you noticed the boost started to "creep" to 11 or 12 psi, that's the effect of boost creep.
If it goes to 11psi and comes back to 10, that is a "spike".
If it goes to 11psi and comes back to 10, that is a "spike".
