alternator activation rpm????

I did the fd alternator swap on my FD and I'm told I have it hooked up correctly. I have a haltech and have done the tb mod. When I start my car it starts up to idle of 750rpms. The voltage guage reads 12volts. When i rev the car past ~2500 rpms then the voltage gauge jumps to 14volts then to 13.8 at idle. when driving it, its at 14.2 volts. I've already replaced the alternator because I was thinking ti was a bad diode with a remanufacturer alternator from bumper to bumper but the same issue is still happening. Is there an activation rpm to get the alternator to start working or do I have a bad alternator/wiring?

it could be the voltage regulator
