Is this the airbag ignitor

Hello lads, im in the process of fitting cruise control to my 1992 fdR1. The car im taking the cruise control gear off is a 1994 typeX with airbag. Mine doesn't have an airbag from the factory. Now this is what i want to know. On my car there is a black plastic ring which is used for the horn push on the wheel. Now on this other car there is this same thing but it looks much bigger and i was just wodering if it is something to do with the airbag?

The first pic is the ring off my R1 and the second pic is from the typeX

I found out it's called a clockspring. The airbag equipped cars have the bigger clockspring due to the extra airbag wires.
