air bypass valve inspection

Just a quick question. The shop manual says 100-170mmHg should make air flow. Does this mean that anywhere in that range is ok if it opens? Mine only opens at 150mmHG. At 100mmHg there is no airflow with mine. So wasn't sure if that is a range that is acceptable or not.
