adding acv block-off plate=surging idle

I don't know what gives here, but since I've added the block off plate to my acv, the idle will intermittently bounce between 1200 and 1500 rpm's. And when it's not busy bouncing, it idles steady between 1200-1500.

I have to let the clutch out a little with the brakes engaged to force the rpms level, and then it is fine, until later when I come back to idle.

I don't care right now about the steady high idle, just the surging issue.

Has anyone had this when they added the block off plate, and was their a way to solve this w/out adding a nipple to the elbow?
