99 spec come with Ballasts?

99 spec come with Ballasts?
I ordered a 99 spec front end, anyways I've been looking over it and the main combo lights have ballasts wired to them? I thought 99's did need a ballast WTF? What type of lights are these if there not stock? I'll post pix in a sec.

You dont need a ballast? They plug into the stock unit, I used a 99 spec aka knightsport harness

Ah I wasn't sure, the ballasts say toyota though?
