'99 JDM front lip

Will the '99 JDM front lip fit on a '95 USDM bumper cover (sans lip) without modification?

FYI - I did a search.

You'll have to drill new holes into the new lip to make it fit.

Yes it wil fit on the 93-95 bumpers. I didn't have to drill any holes to make it fit.

I'm with rx7rage you don't have to drill new ones, there's only 2 that don't quite fit (on the corners)
also, the last tab needs to be moved over a little bit, but other than that it works
