Question 94 twin turbo: starting problems

on my way home my car was running low on gas. not having $ i drove it home and just barely made it by coasting in neutral for the last 1/2 mile. i later put gas in with a gas can and the next day my car wouldnt start. the person before me messed up the wiring pretty bad making it hard to diagnose. I checked the fuses and relays, all good. any thoughts on the problem? would driving so low on gas cause this.
