Unhappy '94 RX7 Smoke / Vacuum Problems

I just purchased a 94 Chaste White RX7. The car was tuned @ Gothamracing with stock Non-Sequential Setup and Remanufactured motor that currently has about 1,800 miles on it. The car was tuned in Oklahoma City which is about 960 ft altitude by Steve Kan. I am in Colorado Springs, CO @ about 6300 ft altitude. Since I have had the vehicle I get a light white smoke at idle and it kind of smells rich, but when I'm driving I only get smoke if I'm at a stoplight and even so it's very light. Also the previous owner stated that the day he shipped it to me he was pulling 15-16 for the vacuum, but I run no higher than 12.5 for vacuum. The car lately has been running really rough @ idle, it's gotten to the point that I start it up and have to rev @ 1500 rpms until the engine is warmed up enough to run on it's own, after it's warmed up it runs strong and pulls hard as hell with no hiccups. The only other problem I have had is that I put a new set of NGK BURQ9EP's in about 200 miles ago, I fouled those up and put a set of coppers in and I started to have problems with the coppers within 100 miles. I replaced the spark plug wires with Magnecor 10mm Racing Wires and my coils are working perfectly. Is it possible that the near 6000 ft elevation has caused my tune to run Super Rich and I'm fouling my plugs quickly and have a really rich mixture coming out the exhaust? The stock turbos have roughly 86k miles on them, but they were pulled out of the car with the engine and inspected. The previous owner stated there was no play with the shafts on the turbos so no work was done on them. Any suggestions what my problem could be? I'm currently getting a group of atleast 5 FD owner's in Colorado to get Steve Kan out here and get a tune for this altitude but if something else is possibly wrong, I want to catch it before I hurt the motor. Oh and by the way, my idle problem is only at startup. If the car sits for over 24 hours and I start it, it idles at 500-600 and dips until it dies. Then if I don't give it constant gas, i.e. tap the gas to rev it up, it feels as if the fuel cuts out and it wants to die, but it's fine if I just hold the rpms at about 1500 rpms. Shouldn't be a fuel delivery problem, car has custom fuel rails with brand new blitz 850cc injectors all around and a walbro 255 lp/hr fuel pump...and like I said the car runs great when warmed up, pulls hard as hell!

The higher the altitude the lower the vacuum
