Thumbs down 94 Mazda RX-7 cold start problem

I recently had the engine in my 94 RX-7 rebuilt, but when i got it back it would not start unless carb and choke cleaner, was sprayed into the intake manifold. The shop (Davinci Motorsports) said it was a minor problem and they would fix it when i got 500 miles on the rebuild, if it didnt work itself out before then. The downside to this is that Davinci Motorsports had some trouble and went out of business before the 500 miles were on the engine . Like i said the engine requires starter fluid or carb and choke cleaner to start. I hold the Idle at 2000 rpm until it can idle on its own (usually when the temp gauge is at half). Once it is running and gets warmed up it runs great. I can even turn off the engine and restart it without carb and choke cleaner if the engine is warm. I recently found out I had a broken ECT, and I had it replaced but this did not fix the problem. Any ideas on how to fix this problem would be great, thank you.

Greddy Intake Manifold, HKS Exhaust. 3 inch exhaust all the way back from headers (stock cat). Greddy electronic turbo timer. but its all stock internals and stock turbos.
