4th to 5th secondary turbo transition is slow?

4th to 5th secondary turbo transition is slow?
Was just testing boost patterns last night, once the car was warmed up everything seemed pretty normal. I just noticed there was hesitation in the boost transition from primary to secondary when shifting hard from 4th to 5th... In 5th I would be stuck around 4k rpms and it would just sit there for a few seconds and then once I reached 4500 secondary kicked in.. On my first few runs with the Double throttle hose hooked up I would spike to ~15psi... When i unhooked the double throttle hose it would stay at 12-13 once secondary came on...
Could this be a symptom of a certain drive belt being to tight? or is this just normal with turbo cars and "turbolag" ?
Also when the car is not completely heated up when i accelerate smoothly i can only get 5psi and I hear a weird sound (this was when double throttle hose was hookedup).. I unhooked the Double Throttle hose that goes into the actuator i did not hear this noise.
