A vacuum leak after the throttle body will give you a high idle. Check everything - make sure the gaskets are sound on the blockoff plates, etc.

Check:
Air Control Valve - under extension manifold (make sure it's plugged in)
Idle Control Valve - between extension manifold and firewall (make sure it's plugged in)
Idle Screw - In front of extension manifold just above throttle lever (unscrew nut, adj screw)
Fine idle adjustment screw - below elbow (turn to adj after above steps)
Wiring Harness - Check if wires were cut at ECU connectors for PFC.
Thermosensor - bad one could keep car in cold mode
AWS - try disconecting if you can't test.
Double Throttle - try disconnecting if you can't test.
PFC is set for 800rpm allthough manuals says 700-750 at idle. It will try to correct to 800 but it can't force the correction if one of the above has failed.

Sorry Go Racer.. None Of The Above... It Turns Out After Doing Some Hunting Around That I Removed The Throttle Body Coolant And Needed To Wire That Flap Open Or Whatever That Thing Is Called With The Wax.... I Cant Remember Right Now.... But Like I Said Earlier I Have No Vac. Leaks.
Also Whay Would I Check The Aws If I Installed A Block Off Plate Kit That Removes It?

The block-off plate could have been leaking .
Yeah, if you ditch the coolant to the throttle body, the thermowax will never open and it will keep the throttle propped open. Been there, done that .

all fixed just took out the spring on the wax deal and screw it all the way down that was enough to keep the throttle blad shut.. then i used the dashpot screw to adjust my idle to 800-900 rpm.... simple....... now im off to figure out why the second turbo is not switching over... no leaks i gues i hooked up somthing wrong.
