I wouldn't count on it. There would likely be physical pinout differences and instruction set differences, so an old-style ROM probably couldn't be used on the new chip.
Although, Mazda's term "16-bit" can be vague. It's possible the chip itself didn't change at all. They may have had a slower 16-bit-instruction-capable hybrid chip running 8-bit math routines for faster execution time. Maybe for the newer configuration, they may have simply bumped the clockspeed up and changed the instructions and data-tables (ram/rom size) to work with 16-bit routines.
Obviously, I haven't taken the covers off of either ECU.
I think there were some other external changes to the system as well... like the "blackbox" solenoid chamber?

Will not work. Loom for 16 bit ECU is wired completely different to earlier models running 8 bit. Had a chance to compare it to a friends when I ripped my 16 bit ECU out.
