Exclamation 13b, fact or fiction?

I recently bought a car that has set up for the past 5 months or so with the turbo's off of it. I've heard from many people before that leaving a rotary open like that will cause seals to break down and possibly other problem... Is this true? If so, to what extent? Should i worry or take any precautions about this after i install the new turbos? any help will be greatly appreciated

seals dont just break down by sitting there, turbo off or not but rotary's in general dont like to sit for months at a time as the oil will wash off the housing walls and you'll lose some compression and it may not start right away especially if the motor has alot of miles.

i would be a little worried about the surfaces being exposed to rust, especially if any water was able to pool at the bottom of the housings...could cause breakdown of the surface of the iron.
