1-2 sensor on rear of tranny does?

I have a built tranny from Liberty and when it came back the sensor had all wires cut. Not sure if this was for a reason but I am having an issue now of shifting 2nd back to 1st. Thinking this sensor blocks 1st gear above a certain mph???

All the sensor does is tell the ECU (at least a stock ECU) whether the tranny is in 1st or 2nd gear, that's it. There is no lockout.
