Have you gotten a second opinion on the rotor housings? I don't understand how blown coolant seals would wreck low mileage rotor housings. Usually takes a loose piece of apex seal to do in the rotor housings. Go through the forum and find out how to inspect the housings and take a second look (level of flaking, fingernail test, etc). I'll bet you the housings are good and someone is trying to up their sale.
