WTF: why won't the idle adjust?

WTF: why won't the idle adjust?
I need some help. My buddy asked me to help him last night, He has the 88 GXL Auto-slowmatic.
The idle was 2500 and surging. I fixed the surging, but could only get the idle down to 2000.
I followed the FSM for setting the idle, but the darn air ratio screw in the manifold does absolutly nothing. I also had to screw it all the way down, just to keep it from surging.
Is this a classic TPS went bad?
I read a post about disconnecting the TPS drive it around the block and reconnect it and that works?
I tried to adjust the TPS without a light set, nothing happened, so I put it back where it was.

He has a vacuum leak and/or a bad TPS. Adjust the TPS. If that doesn't solve the problem, look for a vacuum leak.
Use an ohmmeter to adjust the TPS, don't waste your time with test lights.

Download the fuel/emissions NA chapter(4a) of the FSM. It has detailed and easy to follow instructions on curing a high idle.
Things to look at: vacuum leak, cold start thingy, bacv and solenoid, tps, throttle cable......
