I think it will be an inlet for cold air induction so he doesnt have 2 butcher the head light lid or one of the lights

Can't see any reason to vent air from the IC since you now have a FMIC.

Ram air is out of the question since you have a FMCAI.

I'd guess an exit scoop since you defended reasoning behind it by saying you would have to cut the hood to make it any bigger. But I wonder why you think you need that? With a FMIC and a large aftermarket radiator your cooling issues should be all taken care of. And a hole in the hood will only let water in and make it a PITA to wash the car. Maybe I'm just missing something here.

Judging by where he sanded i'd guess an exit vent covered by a reverse scoop type thing, especially since he already put fiberglass over the inlet part of the scoop

haha yeap pretty much I actully thought of it before I saw that pic though mines gona be a bit different though.

PS it was a spare scoop stock one is still on the car now

it looks like you cut the hood? you said you didnt though..why not just go the distance and cut the rest of it out?
