HAHAHHAA YEAHHHH I finally got that damn fender off 
.....well sort of. This screw/bolt (im too dumb to know which) has this stupid *** collar on it and i cant get it off..Is this normal? Or did some idiot do this at a body shop sometime in its past. Anyways heres the picture(taken with camera phone...):
