A) This is a frequent question. Please search for "mileage" and you will find literally HUNDREDs of replies.
B) Manufacturers typically inflate their posted MPG by 10%-15%. Look at the current fiasco with the RX-8...

On long trips in my 89 GTU, I got 25+ mpg... Tearing around the back roads.. it was about 10!!!!
Gas mileage on a rotary is a retarded subject.. if you live in a flat area and never let the car get above 4k and just put around, you could see 30MPG out of it.. Mazdas estimates come from flat track testing and a bunch of voodoo science...
Mazda also did something to Rx-7 owners that automatically blows the gas mileage to hell.. they gave the car a redline at 8 grand!!! Fuel usage at FWO is not linear up the RPM scale... its more like a ski jump ramp profile!!!!
finally, if you have exhaust and intake mods.. you N/A will actually get RICHER as you mash the gas.. when i did my exhaust and intake on my 89 GTU.. it actually LOST high RPM kick.. A wide band O2 showed why,, at FWO at 7500 RPM it was running at 10.5 A/F... thats single turbo third gen running 20 PSI of boost range!!!!
I strapped an S-AFC in the car and took fuel out at high RPM and that helped both power and gas mileage out big time!
