won't start without fuel switch off

It will not start unless you flip the swith to kill the fuel pump. It is running way to rich. what are posible causes?
I'm thinking it's a sensor. But which one? I guess it could also be fuel pressure regulator.
If I pull a vaccum hose behind the throttle body, it runns better. Infront, no.
I don't know if that helps any, but that is as far as I have gone in my testing thus far. I figured I should get help before going in blind.
