The relay is internal to the switch (solderd to the PCB).

The fuse is in the driver's kick panel fuse box.

The dinky relays are inside the wiper switch module.
You may have to dig through some searches, but there are some good write-ups posted.

would the relay cause the wipers not to come down when they are half way on the windshield?

Let me see if I can say this better, I have a 88 SE and I didn't pass MD inspection because my wipers will stop halfway on the glass if you turn them off before they reach the bottom of the glass. For example if I have them on at like normal speed and I switch it down to int. it will stop right where it is, and a few seconds later it'll move to the bottom and then fucntion in int. mode. But if it's halfway through a whip and I switch it to off. I'll stop right there. and won't come down unless I time it so that I turn it off at it's lowest point.

I hope that made sense. If it's just a relay where can I get the part, because replacing the whole switch is like 350 dollars.

You can test and *possibly* repair the switch yourself; although, the motor maybe shot. In the latter case, Mr. Hailer sells replacement wiper switches, I believe. Here's a link.. read through it carefully first

Actually if the motor doesn't stop correctly or halfway it is almost always not the relay, but either a problem in the electronics of the switch, or a bad motor.

I stock and rebuild the switches and stock a heavy duty replacement for wiper relays on my website's store. PM or email me for my website if you need it.
