It's the relays in the switch - there's really nothing else in the wiper control system.
Replacing the relays is not easy - I messed up a switch first time I tried it. Might be worth getting a spare switch, getting it fixed, and swapping it in.

But I agree with the over all consensus that it is the switch.
I had good luck pulling them from junk yards. They charged me $5.00 a pop I pulled 3 for my old 86 GXL. I dont own the car any more but I think the first one I got is still working he has 2 more in the glove box
