Will porting exhaust runners on 89+ mani help turbo flow in high rpms?

So I am thinking of going w/ t04 compressor upgrade on my 89+ turbo. Stock 89+ turbo has decent 1.0 AR (I have heard), but still seems to be an exhaust restriction at high rpms. Would it help alleviate this problem at all to port the runners in the exhaust mani?
For reference sake, it would be going on my 89+ engine w/ 87 rotors, large streetport, 3rd gen TB and upper intake, small NPR I/C, Haltech, etc, etc.
