check the connector...

FC connectors are not that great, mine are already burnt to a crisp! (due to water and corrosion)

what ballast?

H4 bulbs are 12 volt and do not require a ballast.

The stock headlight bulbs are H6054 bulbs, and also do not require a ballast.

Dim bulbs are the sign of a damaged or corroded connector or a bad ground. Have you tried conductive grease in the connector's tabs? Did you check the ground?

I nhave had to fix both headlights on a pal's ride; the connectors looked a little warped from heat and very corroded. We switched the entire assemblies to a custom non pop up with bimmer hids and a ballast.
