I believe thats the BWAVE front bumper kit. Should come with the new headlights. The large bumper foglights are extra.

You should be able to find it on Ebay.

Ahem...there's a thread...at the top of the 2nd gen section about posting pics of your FC. It has 150 pages. You might want to look there.

i looked at that fc pic thread everyday just to see what people got havent seen one yet. well i take that back one guy has one but the bumper was changed a lil.heres his pic thread

his thread
as you can c he still has his pop up lights. which looks good and would work if i was able to keep mine but some one hit me and now my passenger side is screwed . i'd have to get a new motor and headlight assembly and do new wiring and right now thats just not the way i want to go. plus ive been looking at getting flush mount headlights anyway. i think its a nice conversion. i'd like to do the fc2000 but shines got a list going and i cant wait. heres pic's of my baby and her busted eye.

Doesent Rotary Extreme sell a replica of the fc2000 kit too- not just shine auto project? I think you can get it there for around 1,100 including bumber, high beam, low beam, etc.
