where there 2 different "phone dial" type of rims?

My phone-dial rims look weird, they arent polished up like some of the one's ive seen online do. I sprayed some gasket cleaner on em and it took off some kind of paint on the outer part of the rim, i like how its shiny under that, like polished steel kinda. The middle part wont shine up though, as ive seen the online one's look. Were there 2 types? one painted and one polished and unpainted?
any help would be great,
thanks.,
luke

I think it has to do more with the abuse and use of the car. Not to sure though

there were two different ones. the early ones are laft as cast and have a matte finish. the later ones are machined smooth, and have a clear coat. the gxl and turbo wheels do the same thing
