RE Amenia body kit. They are part of the nose of the car, which is aftermarket. Kit sells for ~$1200 or more.

That's the Rotary Extreme FC2000. It's a cheaper version of the real RE-Amemiya front end and if you look at any of the stores linked at the top of the page you'll find it and lots more for your car.
