What should I offer?
For a 1987 with a J-Spec engine, 192k on chassis, 52k+ on engine, new interior (possible water damage?), primer black exterior, racing rims, $1200 exaust (he didn't specify what kind, I will ask), K&N intake, boost controller, new clutch and tranny. He says it runs rough and needs to be tuned or have high octane fuel put in. Also it has good compression and he has test papers to prove it. I asked him to send me pictures. So what kind of offer should I make? Thanks.

did you get a Carfax report for the car? Also it is always best to have a compressor check performed while you are present. any rust, dents, visible repair attempts? what is he asking?

I asked for the VIN along with the pictures. I have yet to go see the car, too. And he isn't asking a specific price, just "reasonable offers." I'm a little worried about the J-spec not passing emissions, though. Is that a major problem?

how strick are Washington smog laws? are they as bad as they are here in CA? I know that if this car was to try to pass smog here, it would fail. J-specs don't have emission equipment, K&N's are not legal intakes, exhaust I'm not sure of but most likely it would not pass visual inspection
