grndzero,
You can spend as little or as much as you want here. As node mentioned you want to get your car's engine & drivetrain in good working order (aka back to OEM HP / torque numbers).
Bare minimum you should get the Mazda recommended 60K mile and fuel injector cleaning services done. Remember the spark Plugs are mazda specific, so no generic ones.
After this I'd have the car dynoed and see how close you are to OEM HP levels. Remember the HP score will always be 15-18% lower as the dyno place goes by Rear Wheel HP and Mazda goes by Fly Wheel HP.
If it's more than 6-8% off you might think about replacing or gutting your catalytic converter (whatever's legal in your area) as it tends to get clogged over time and rob HP & engine life, replacing the spark plug cables with some performance ones, checking the voltage on the fuel injectors & fuel pump, dropping the tank and checking the fuel strainer (2nd fuel filter), etc..
After that stage 1 upgrades including perf. exhaust, perf. catalytic converter (if you haven't already done it), perf. air intake, cold air box, fresh air headlight scoop, upgraded ignition system, etc...
Take a look around at some of the NA (naturally aspirated) rx-7 owners mods list to get a good feel of what's our there.
