what could be wrong?

hey there guys and gals, there is a vert s5 for sale for $2500. personally i think the guy is asking to much. but here is the dilemna he says the rex wont run or idle under 3000 rpm, what could this be, i have my thoughts but i just wanted any clarification. He said it ran fine after a push start until (like i said) it drops under 3000 rpm. Right now i have a 88 gxl , i love it but was wondering the pros and cons of maybe getting the vert and releasing the 88.

The 88 gxl
k&n air filter (box type)
thats it
probably going to take off p/s (the pump is going bad)

It could have lost an apex seal, as this can cause it to not go under 3,000 rpm, or it could be a horribly adjusted TPS, and the timing's off, or it could be clogged injectors. To save yourself some trouble, check compression first, that'll let you know right away with what else to look at.
