Went to drop tank, found these (pics)

Yup my tank is leaking, so I was prepping to drop it when I found these two things.

First is a ground strap hanging from the rearmost exhaust hanger on the drivers side. It goes to nowhere, and I was wondering if it was something that I should fix. If so, where is it supposed to be attached?

Second is a valve of some sort, mounted to the floor pan on the passenger side next to the tank. Any idea what this is? I tried to follow the lines, but with the tank still in I can't see where some of them go.

I can only help you with the first pic but; It looks like one of the exhaust grounding straps. These are supposed to keep the exhaust from corroding as bad as it would without them. I removed mine and haven't seen a major increase in the corrosion so I'd leave them off. I do live in a desert enviornment though so others might disagree. I don't know anything about the second pic, sorry.

That's a check valve for the evaporative system, those lines go from another valve at the top of the fuel tank to the black canister under the hood...emissions stuff.

Why don't you just reconnect it to the exhaust? Probably takes more effort to remove then reconnect.

Man, I wouldn't touch those rusted nuts/bolts unless I was prepared to do some serious replacements.
