Weird question...ecu/p/s

Okay so I bought a 86gxl with a tii swap and it has a momo steering wheel. The steering always felt tight and turning from a stop felt like no power steering. Today I went under the dash by the pedals and found a harness hook-up unplugged from a silver looking ecu/cpu. The number on it was DZ-A0..does anyone know what this could be....It didn't seem to make a difference in performance but my steering alll of sudden became loose...like a normal car with power steering...im confused is this the N/A ecu or cpu? Any help would be great, thanks

The ECU is located under a panel below the passenger seat foot well.
