i have an 89 GTU and and when i get to about 7.5k rpm all the way to 8k rpm there is a weird gargaling type noise comming from the exhaust... and it feels like im losing power.. not sure wtf it is..

I have no idea. Get under your car and see what is up. Check under the hood as well and just
make sure everything is ok and in working condition.

Not sure what you mean by "losing power" but unless your car is heavily modified for some 10k rpm action of doom you shouldn't by any means be making power past like 8k even though it will rev out in spite of the annoying buzzer.
