Weird idle issues!!!!!!!

ok heres the story i was adjustin the timing on my 86 mazda rx7 turbo (was out a bit for some reason i didnt touch it) and the revs were quite low so i went to raise the idle speed with the bac valve screw. then i find out that its not plugged in so i plug it in and the revs rise. i then adjusted it right down as far as it would go and its still sitting at 2500 at normal operating temp. i checked the resistacne and it was bout 13.2 ohms which is slightly out of spec. would that do it or is there someting stickin in my throttle body???? ne help appreciated!!!!
