wastegates

So the vacuum line goes to a vauum source, but what about when it has a vacuum port on the top and one near the base? Do they just go together or different places?

what are you talking about? a blow off valve? a waste gate needs a boost only source off the turbo itself.

This wastegae has the vacuum port right on top of the crown and then on the base piece of the wastegate which is two pieces bolted together with allen screws and a gasket.

If you're not using a boost controller, only connect one vacuum line to the bottom one.
Leave the top one unconnected.

You only use the top one with a (electronic) boost controller.

Do a websearch keywords "external wastegate diagram"...
