Question Voltage Stabilizer - need your expertise

Saw this voltage stabilizer on ebay Motors.

i dont have any experience with it but it looks like its a good item to buy i dont know if it will perform as it says though

Just a cap or bunch of capacitors... not really a stabilizer anymore than a battery is.

would provide absolutely no increase in HP
