Turning problem

Turning problem

When I turn (normally) the steering wheel will come back straight when I let go of it; now it is not, it gets stuck and requires some force to turn it. When I have to use force, it 'pops' before actually turning.
Took it to Sears Automotive (I was close, didn't want to drive the car home) and they told me that the strut was loose, they tightened it. One day later, it was doing the same thing. I have tightened the one bolt on the top of the strut tower, but it didn't seem to make a difference.
What could be the problem?

Would worn-out springs possibly cause this?
Mine don't seem worn, but I'm at a loss as to what the problem could be
